As usual, you're wrong. In case of war, the president become Commander in Chief. But Article 1, Section 8 gives the Congress the power ...

"To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water."

I think the terrorism by the US has been clear for decades to some of us, and clearly executed for centuries, as people of color know. Ask the Indians!

As the destructive capability of weapons keeps increasing, the collateral human and environmental damage is increasing exponentially.
